Cavorim Communidade General Body Communidade office

The General Body of Cavorim Communidade was held on 23rd September 2012 from 10:30 am onwards in the Communidade office and after a long time the quorum was present hence the agenda could be discussed.

In the first place Cavorim Communidade President Tiago da Silva gave a detailed presentation of the illegalities committed in Survey No. 47/1 and exposed the fraudulent manner in which former managing committee member Nelson Costa (who is related to the father of Goa’s freedom movement Tristao Braganza Cunha) had usurped Communidade land and sub-divided it into 77 plots and sold many of them. He also revealed how the then members of the Communidade managing committee and the Panchayat connived with Nelson Costa enabling him to not only grab but also misappropriate Communidade land.

Mr. da Silva revealed that the Communidade has succeeded in getting an interim injunction from the trial court restraining Nelson Costa and his agents from interfering or selling any plots from Survey No. 47/1. However, the said Nelson Costa has appealed against this order in the Sessions Court. As the Managing Committee members expressed their inability to pursue the courts in this regard, the General Body appointed Julio D’Silva as a special attorney to deal with this case.

Mr. da Silva also revealed that former President Aniceto Menezes and his relatives had encroached upon Communidade property bearing Survey No. 79/1 wherein they fraudulently got themselves declared as mundkars of the Communidade even though Aniceto Menezes was its present. Further, the Menezes family has encroached upon additional land and constructed a grotto which, Mr. da Silva feared would be converted into a place of public worship. The General Body directed the Managing Committee to negotiate with the Menezes family provided they remove the grotto first and Aniceto Menezes who was present agreed to the same. He also agreed to get his name deleted from Form I & XIV of Survey No. 79/1 and give up his claim to the property.

With regards to Oilem Tollem, the Braganza Pereira family agreed to partition Survey No. 81 so that the water body remains with the Communidade and the bandhs remain with their family.

Mr. da Silva also pointed out various other encroachments or unlicensed use of Communidade properties and the general body authorized the managing committee to take whatever steps were required to protect the interest of the Communidade.

The general body appreciated the work done by the managing committee in not only identifying the encroachments on Communidade properties but also initiating action to protect the Communidade’s interest.

The general body directed the managing committee to ask the Chandor Cavorim Panchayat to construct the water tank at the same site where a tank exists at the moment as the existing tank is not being used. Similarly it was decided to give the panchayat the required NOC to desilt the waterways in Biczona.

The general body also approved Ganv Bhavancho Ekvott’s proposal to undertake social forestry in the Communidade land and for this purpose the Communidade Managing Committee and Ganv Bhavancho Ekvott members would identify the areas for this project.

Ganv Bhavancho Ekvott presented to the Communidade Managing Committee a CD having the Form Nos. I & XIV of all Cavorim Communidade properties.
