Chandor Cavorim Gram Sabha Chandor

The Chandor Cavorim Gram Sabha on 11th November unanimously resolved asking the Centre to confer Special Status upon Goa under Article 371 of the Constitution of India in order to preserve the cultural, linguistic and demographic identity of Goa. The proposal mooted by Julio D’Silva was seconded by Joy D’Silva.

The Gram Sabha also expressed the need to revise the budget as the house tax has been abolished and the panchayat was asked to explore the possibilities of increasing the revenue of the panchayat by taxing sectors that have been untouched hitherto.

A ward committee was constituted with the mandate to prepare the plan for the village’s development while two supervisory committees were constituted – one to look after the works undertaken by the panchayat in the village and the other to prepare a plan for garbage management in the village.

The proposal to observe one minute’s silence as a mark of respect to the villagers who died prior to the Gram Sabha was enthusiastically received by the villagers.

The panchayat was also asked to prepare a website which besides enabling Chandorkars living outside the village to keep in touch with the panchayat would also earn the panchayat the distinction of being the first panchayat to have its own website.

The stray cattle menace was once again discussed at the meeting without any concrete suggestion as to how to deal with this problem. It was suggested that cattle traps be laid down at every entry point to the village to at least prevent cattle from other villages from entering the village.

Following some heated discussions over the preparation of the Below Poverty Line list, it was resolved that henceforth every person applying for recognition as BPL should be present for the Gram Sabha so that he or she could be identified as some panchas could not identify the people from their own wards who had applied for it.

The Panchayat agreed to act promptly against the illegal construction carried out by a government officer near Oilem Tollem after it was pointed out that though the party was asked to move for regularization of the structure had failed to do so and instead was now extending the illegal construction.
