Gram Sabha Chandor Cavorim 25-March-2012
The Chandor Cavorim Gram Sabha on Sunday condoled the death of Tourism Minister Matanhy Saldanha and also urged the new Panchayat body that will be elected not to rotate the chair of the Sarpanch between them for a certain period of time.
Breaking the convention, the Gram Sabha began with the motion of condolence which was adopted unanimously following which a minute’s silence was observed as a mark of respect to Matanhy Saldanha for the social activist that he was.
The Gram Sabha also adopted congratulatory motions congratulating the new Chief Minister Manohar Parrikar and also the new MLA for the village Subhash alias Rajan Naik. While the villagers expressed hope that the new Chief Minister will fulfill people’s aspirations they urged the new MLA to visit the village frequently to listen to their grievances.
The village Panchayat was also congratulated for organizing a wonderful Mando festival to mark the Golden Jubilee of Goa’s liberation and the Gram Sabha resolved that this programme be made an annual feature and to facilitate the same, the budget under Culture and Education was increased to Rs. 50,000/-
The Gram Sabha also noted with regret that the Panchayat has not been honouring the decisions taken at the Gram Sabha and lamented that the Gram Sabha was being taken for granted by the panchayat body. It was also pointed out that the three statutory bodies –Production Committee, Social Justice Committee and Amenities Committee – had not even met since their constitution in December 2007.
While passing a surplus budget, the Gram Sabha noted that the budget was not being prepared properly and the allocation for Sanitation and Public Health was increased. Besides, the Gram Sabha expressed concern over the increasing House Tax arrears and urged the new body that will be elected to address this issue.
As this was the last Gram Sabha under the present panchayat body, the villagers expressed their unhappiness over the sharing of the post of Sarpanch between the elected members and urged the new body that will be elected to have only one Sarpanch and Deputy Sarpanch for the entire term.
It was also pointed out that rotating the seat of Sarpanch was not in the spirit of the Panchayati Raj Act and also detrimental to the welfare of the village as the continuity of administration was lost.
